Sounds like a "it's-all-about-the-money-again" scheme, even if they say they are a budget airline.
But, I reckon it's pretty good. I mean, check out the rates.
$5 - Up to 15 kg
$15 - Up to 20 kg
$25 - Up to 25 kg
$40 - Up to 30 kg
Compare this to SQ's zonal charges, where you can be charged anything between $100-$800 for a 10kg overload.
So, if you anticipate that you may have overweight luggage up to 30kg from a crazy shopping trip, it's better to take Tiger and pay $40.
